This exercise is called Semi Circle and it helps balnce out the flexors and extensors of the body. We live in a society now where everyone is more consistently in a flexed spine position- think looking at phones and computers. This is an advanced exercise which opens the hips and back. Not to worry if you are not ready for this advanced version just yet, which is so much fun- I have a great modified version you can start with.
